Telegram No. 13 30th August Begins. Your telegram 7th August Colonial Development Bill. It will be necessary shortly for this Colony to float an additional loan for development of water supply, completion of aerodroms and other public works. shall address yɔu on this at a later date. there are works urgently needed which are held up for want of funds among which I would specially mention new General Civil Hospital, new Gaol, new Public Offices, new School and a vehicular ferry across the Harbour. In connection with these works large indents for steel work and materials of all kinds would be placed in the United Kingdom. Pending decision on these larger schemes I would ask for special consideration for the following. 1, A loan without interest of £27,000 being estimated cost of three railway engines referred to
